Lacy Processes and Procedures

 

Lacy Elementary School - Processes and Procedures – 2019-20

 

The following processes and procedures have been implemented to ensure the efficient and effective operation of our school.  We ask your cooperation in following these procedures to ensure that we can provide the highest quality of support to you and our students as well as maintain the safety of our students and staff.

  • VisitorsAll visitors must report to the office immediately upon arriving on campus or entering the building to sign in and obtain a visitor’s pass. You must sign in even if the teacher is expecting you in the classroom.  You do not need to sign in for performances that take place in the gym during the school day.
  • Registration – Registration may be made by appointment. Please call 919-881-4920 to schedule an appointment.
  • Medication – Medication must be signed in and out by a parent by appointment only. This process requires our full attention and an appropriate amount of time.  We can schedule an appointment that will avoid busy times in the office.  You must have BOTH the medication and the appropriate form to submit medication to the staff.  Please call 919-881-4920 to make an appointment.
  • Arrival to School -Students may not arrive on campus before 8 am, unless they have a club meeting.  Students and parents may not enter the building before 8 am, unless you have a parent conference.
  • Lunches and Items to Drop Off – To limit disruptions to the classroom, we will display announcements for students on the classroom televisions during the lunch blocks. The display will only show the student’s name, homeroom teacher and indicate that they have items to pick up in the office when their class goes to lunch.  Teachers and assistants will support the younger students with this process.  Teachers will turn on their TV’s before their lunch times to determine if a child in their class needs to stop by the office.  Therefore, items for pick up must be dropped off by 10:35 am or no later than 15 minutes before your child’s lunch time.  Items dropped off after your child’s lunch time, will not be picked up before the end of the day.
  • Early Dismissal – Parents must arrive before 2:30 pm to check a student out of school early. We understand that there are times that students must be checked out of school for appointments.  If your child has an appointment, you must arrive at the office before 2:30 pm to check your child out of school.  If you arrive after 2:30 pm, you must wait until dismissal at 3:00 pm.  It is very disruptive for students to check out during the final 30 minutes of school, when classes are transitioning, and teachers are trying to prepare for dismissal.  At 2:30 pm, the office staff must fulfill their responsibilities in preparing for dismissal. Early dismissals from school should be made with prior arrangements with the teacher or office staff based on limited and valid reasons.
  • Attendance – Attendance at school is critical to your child’s ability to maintain their academic progress. WCPSS Board Policy 6000 addresses attendance. 
    • Excused Absence Note – When a student is absent, you should send a note to your child’s teacher explaining the reason for the absence within two days of your child returning to school.
    • Illnesses - When a student is sick, the best thing is to stay home. This will help stop the spread of illness to other children and staff.
    • Stay home until free of all of the following symptoms:
      • Fever of 100 degrees F or higher
      • Nausea or vomiting
      • Severe headache
      • Diarrhea
      • Red, watery eyes with yellow drainage
      • Undiagnosed rash
      • Stay home until fever-free without medication for at least 24 hours, and free from nausea, vomiting and diarrhea for 12 hours. 
    • Appointments – We understand that students must attend doctor’s appointments, but when possible, we ask that you schedule appointments at times that do not interfere with instructional time. Students should not have frequent recurring appointments that take place during the school day.
    • Vacations and Family Trips – When considering a family trip, please be mindful that missing instructional time impacts your child’s academic progress. If you decide to remove your child from school for a trip, please keep the following information in mind as you consider requesting an excused absence for educational reasons.  For an excused absence for educational reasons, the intent of the experience should have been educational from the outset and comparable to that which the student would have experienced in school. Family trips and vacations that were not designed, initially, to be educational will not be excused.
  • Carpool - Please remember to follow all processes and procedures of the carpool line.  These are in place to ensure the safety of students, parents and staff during arrival and dismissal.  
    • Please have carpool hang tag easily visible in the car window (PM only).
    • Pull forward to the next car or all the way down to the end of the loading area when dropping off or picking up students.  You may NOT drop off students near the circle or the sidewalk near the 2nd grade classes.
    • Students need to be ready (with book bag, lunch money etc.) to get out of the car without delay.
    • Safety Patrol students assist students with loading and unloading.
    • You may only drop off or pick up students between the cones at the carpool drop off area. This area is just beyond the crosswalk at the main entrance. 
    • Please do not block the crosswalk as you wait to drop off or pick up to ensure the safety of our walkers.
    • When entering the Lacy campus, you may only make a right turn into the carpool area. All cars should follow the carpool lane up to the circle and follow the carpool line back down the hill to the main entrance for drop off or pick up.
    • You may only make a RIGHT turn out of the carpool lane from 8:00 to 8:30 am and 2:45 to 3:30 pm.
    • Members of the community routinely voice concerns about issues regarding the flow of traffic around Lacy during carpool hours. We want to be good neighbors and respect the traffic in the community.  
  • Please do not move the cones in the carpool area.  They are in place for the safety of the students, parents and staff at Lacy.  We want to ensure that everyone is safe as they enter and leave campus.
  • Walkers at Dismissal– We have new procedures for dismissing walkers at the end of the day.  Dismissing students from school is one of the most critical times during the school day for our staff.  There are many people on campus and many different activities taking place.  Our primary responsibility is to ensure that all students leave campus safely and with the approved individuals.  Due to increasing security measures needed to ensure the safety of our students and staff, we have changed our procedures for dismissal for walkers
    • Parents will pick up walkers from the exterior of the building at the end of the day.
    • Students in grades 1st – 5th will be picked up at the exterior media center door (near the carpool loop)
    • Students in Kindergarten will be picked up at the exterior door on the little playground.
    • Parents will sign up for a walker pass to use in a similar manner as the carpool tags.
    • Parent will show the pass at the door to pick up students.
    • Students in grades K-2 must be picked up by a parent. They may not walk home unsupervised.
    • Students in grades 3-5 may walk home on their own if the parent provides a note to their teacher.
    • Parents may choose to pick up students in grades 3-5 from the media center as well and should indicate this to their child’s teacher in a note at the beginning of the year.
    • Parents may still walk students to class in the morning during arrival but may not enter the building to pick up students at the end of the school day.
    • If a parent has a conference or a meeting afterschool, they should report to the office to obtain a visitor’s pass and sign in. They will then be directed to the location of their meeting.

We understand that it may be less convenient for some families, but we must ensure the safety of our students.  We have experienced several concerning incidents during dismissal that have prompted this change. 

 

  • Bus Loop ParkingVehicles are PROHIBITED from entering the bus loop in the morning from 8:00 am until 8:45 am and in the afternoon from 2:30 pm until 3:45 pm.   Vehicles may not enter the bus loop while buses are entering the area.  Buses must maneuver in a small space and must have a clear area to drop off and pick up students.  This parking area may only be accessed well before or well after bus arrival and dismissal times. 
  • Parking on Darien Drive - We would like to be good neighbors to the members of our community.  Please remember to park in designated areas only.Several cars have blocked driveways and parked in "No Parking" areas.  Parents should not drop off students in this area or park to walk students into the building.  Residents in the area have made law enforcement aware of these violations and they patrol the area frequently.
  • Student safety: The roads surrounding Lacy and the school lots are high traffic areas. We want all our students to be safe each day. Please remind your children to cross only at crosswalks and to be careful as they walk, bike or ride a scooter to and from school each day.
  • Late Buses- We understand that it is inconvenient when buses arrive late after dismissal.  If you wish to pick up your child from school rather than wait for a late bus, someone must arrive at school before we will pull your child from the bus.  The bus usually arrives at school well before parents arrive to pick up children from school.  If your child calls you to pick them up rather than ride the bus, we will not allow them to leave the bus area until a parent arrives to pick them up.  If the bus arrives first, your child will be required to ride the bus.  It is always best practice to have your children wait for the late bus and ride the bus home.
  • Balloons on Campus - Helium balloons are not allowed at school for any reason. We permit the use of balloons at times for instruction or other valid reasons when there is no helium involved.  We allow parents to bring a snack to share with the class for their child's birthday, but we do not allow balloons or other party favors for these events.  Last year, two balloons that were brought to school for various reasons were accidentally released in the building and floated to the ceiling.  We cannot reach them to get them down and as they deflate, they set off the motion sensors in the security system.  This creates a false alarm, which is a misuse of resources for the school and WCPSS.  We must call on the maintenance staff to bring the lift to retrieve the balloon from the ceiling.  This takes the WCPSS staff a great deal of time and effort to load the lift onto a van and transport it to our school to retrieve the balloon.  This is also a poor use of resources.  The school staff is not permitted to use helium balloons at school.
  • Birthday Celebrations – While we are excited for students to enjoy celebrating their birthdays, school is not an appropriate place for a large celebration. Students may have store purchased snacks, such as cookies or cupcakes, to share with their class.  Parents should coordinate these snacks with their child’s teacher to avoid the disruption of instructional time and to accommodate possible student allergies. Students may not have balloons or other decorations in the classroom during the school day.  A parent may assist the teacher with this type of event in the lower grades with the permission of the teacher, but additional guests should not attend.
  • Visitors – We enjoy having our parents and families visit and volunteer at Lacy. We must ensure that classroom visits do not distract students from learning.  Parents who wish to visit the classroom, must coordinate the date and specific time of the visit with the classroom teacher.  The teacher will select a time that is appropriate and will limit disruptions to the instructional program.
  • Visitors Pass – All visitors during the school day, must sign in at the office. You must sign the visitor log and obtain a visitor’s pass with your name on it. 
  • Siblings at Performances – We love having our parents and families attend Lacy for various performances during the year. We do not permit siblings who are current Lacy students to attend performances during the school day.  Instructional time is important to our students and we cannot permit students from another grade level to miss instruction to attend a performance. 
  • Security: Our staff receives safety and security training at the beginning of each school year.  We conduct two lockdown drills with the WCPSS security staff and the Raleigh Police Department each year.  Our doors are locked during the school day and we use a video security system to monitor anyone who requests entry into the school.  If we can clearly identify a visitor by video only, we will grant them access to the school.  If we cannot clearly identify a visitor, we will ask the visitor to share their name, the purpose of their visit and may ask for identification.  We have different staff members who monitor the system. Some staff members are familiar with some parents or visitors, while others are not.  We do not want to offend or delay any parent or visitor in their visit to the school, however, we must ensure the safety of the students and staff at all times. 
  • Visitors During Drills – If you are visiting Lacy and a fire alarm sounds, you should exit the building through an exterior exit. Once the building has been cleared, the administrative team will signal that the building is clear to re-enter.  You may resume your activities at that time.  If you are in a classroom, you should exit the building with that class.  If an announcement is made about a lockdown, you should follow the instructions of the staff member in your area. The staff will lockdown their classrooms immediately, so if you cannot locate a staff member, you should take cover in a restroom or other space and lock the door.  You should not try to enter a locked or occupied classroom or office area.  Once the doors are locked, the staff will not open them for anyone.  Once the all clear has been announced on the intercom, you may exit your location and report to the office or locate a staff member for further instructions.
