Assignment Planning Process

Each year, we review school assignment boundaries to help balance enrollment, plan for new schools, and support student success. This process includes forecasting, public feedback, and final approval by the Board of Education. We want families to be informed, involved, and heard every step of the way.

What happens during the assignment planning process?

Below is the timeline for the annual enrollment planning process.

  1. Presentation of the Student Membership Forecast (1-year and 10-year projections) - Review the materials | Watch the presentation on YouTube

  2. Review of projected crowding for the next school year.

  3. Review of Capital Improvement Plan (CIP) updates (7-year plan)

  4. Preparation of the Annual Enrollment Plan

    • Public engagement to capture thoughts and ideas to support the development of the next enrollment plan. Information about our public engagement processes is below.

    • Review of goals for the next enrollment plan with the Board. - Review the materials | Watch the presentation on YouTube

    • Development and presentation of an initial draft of the enrollment plan to the Board.

      • Review of public feedback with the Board and presentation of recommended revisions to the initial draft
      • Presentation of the final draft of the enrollment plan to the Board for review and approval
  5. Review and approval of capped schools due to overcrowding concerns. - Review the materials | Watch the presentation on YouTube

  6. Review of options to address other school utilization concerns and calendar conversions.

Where are we in the process?

Current

We are currently working on steps 5 and 6 of the assignment planning process for the 2027-28 school year. In March, staff will present the Student Membership Forecast to the Board. 

Student Assignment staff is hosting several virtual public engagement sessions to provide a general understanding of the planning process and to continue conversations about enrollment planning for the 2027-28 school year and beyond. Each session will focus on a specific area of the county. Sessions include:

On May 27, a general session will be offered for anyone who missed their area session or would like to learn more about enrollment planning overall. More information about the general session will be shared closer to that date. 

Completed for the 2026-27 school year

  • March and April 2025 - We hosted in-person and virtual meetings to explore planning concerns in specific areas, including school crowding, new schools, and feeder patterns. 
  • May through July 2025 - We hosted two virtual sessions to explain the planning process and potential assignment changes involving existing schools. 
  • June 2025- Families and community members shared input on key topics related to student assignment. | View the summary report.

Public Engagement: What we've heard from families

Each year, we invite families to share their voices in the student assignment planning process. Through surveys, forums, virtual and in-person sessions, your feedback helps shape decisions that impact schools and communities across Wake County.
