The teachers who were candidates for the Wake County Public School System Teacher of the Year award were nominated and elected by their peers. These teachers developed portfolios with the following content: professional background, educational history, professional development activities, community involvement, philosophy of teaching, education issues and trends, and letters of support. In addition, each teacher prepared a lesson video. Selection committees reviewed the portfolios and videos and narrowed the field to semifinalists who were then observed by the selection committees in their classrooms. These committees chose the finalists. A separate selection committee interviewed each finalist and reviewed their portfolios. Based upon the quality of the portfolio and the interview, this final selection committee chose the Teacher of the Year through secret ballot.
In 1996, no Teacher of the Year was named as Wake County changed its Teacher of the Year selection process.
