Job Description

Title: CTE Instructional Specialist

Reports To: Director of Career and Technical Education

Job Goal: Provide support to CTE teachers and other CTE personnel within the local school system for implementation, management, and maintenance of the Instructional Management System (VoCATS) to improve teaching performance and student outcomes.

Performance Responsibilities:

    Leadership

  1. Adheres to local, state, and federal school laws, policies, and regulations.
  2. Compliant with federal, state, and local laws, regulations, and policies regarding VoCATS and the Testing Code of Ethics.
  3. Interprets educational policies, programs, and procedures regarding VoCATS to a variety of audiences.
  4. Serves as liaison between the schools and central office administration.
  5. Provides direction designed to promote continued growth and increased effectiveness among school personnel with VoCATS.
  6. Strategic Development

  7. Utilizes VoCATS data for use in developing long- and short-range goals and objectives for the improvement of school/teacher instruction.
  8. Maintains focus of VoCATS that supports the system-wide school program and district goals.
  9. Assists with implementation of instructional policies and programs regarding VoCATS and alignment of VoCATS testing with postassessment testing.
  10. Customer Focus

  11. Provide staff development to assist CTE teachers in successfully implementing and monitoring a competency-based instructional management model and instructional management system (VoCATS).
  12. Assist CTE teachers in developing pacing guides/yearly plans of instruction, including lesson plans designed to correlate with the Standard Course of Study.
  13. Serve as a resource to CTE teachers as they identify, evaluate, and recommend curriculum materials appropriate to the Standard Course of Study and student needs.
  14. Assist CTE teachers in developing strategies for individualized instruction and improving student learning.
  15. Provide technical assistance to teachers in the operation of the VoCATS related software (CMS); troubleshoot hardware and software issued.
  16. Information and Analysis

  17. Target assistance to new CTE teachers and lateral entry teachers on the implementation of VoCATS.
  18. Assist CTE teachers in using student performance results/data to improve instruction.
  19. Human Resources

  20. Develop an individual professional improvement plan that is aligned with department and district goals.
  21. Upgrade own professional knowledge and skills through reading, workshops, training sessions, conferences, and courses.
  22. Process Management: Curriculum Development and Staff Development

  23. Oversee the operational management of scanning centers.
  24. Assist CTE teachers with development and scanning of interim assessments.
  25. Assist CTE teachers in the development of valid test items and with adding the items to the classroom assessment banks.
  26. Assist with the coordination, administration, and scanning of CTE postassessment tests.
  27. Assist with reporting VoCATS data in a form useful to teachers, principals, the director of CTE, the superintendent, and the WCPSS Board of Education.
  28. Assist CTE teachers in serving at-risk, disadvantaged, and other special populations as appropriate within the guidelines of CTE and the VoCATS instructional model, which may include modifying or adapting lesson plans and test items.
  29. Results

  30. Document with school personnel instructional strategies utilized with CTE teachers.
  31. Communicate with VoCATS support staff regarding the status of VoCATS software, materials, and scanning center.
