ALP and New Promotion and Intervention Policy and Procedures

The Accelerated Learning Program (ALP) is an aggressive initiative launched in July 1999 by the Wake County Public Schools to help students perform at grade level or above on their end-of-grade tests. This program is in direct response to:

  1. The WCPSS Board of Education goal that by 2003, 95% of students tested will be at or above grade level as measured by NC End-of-Grade testing at grades 3 and 8; and
  2. the new Accountability Standards sponsored by the State Department of Public Instruction.

Under the Accountability Standards, students in grades 3, 5, and 8 will be required to meet statewide standards for promotion to the next grade. The first grade to be affected by these new standards will be the fifth grade class of 2000-2001. Third and eighth grade classes will be affected in 2001-2002.

The program was started a year prior to the imposition of the new state standards to give as much advance help as necessary to students and allow WCPSS to fine-tune the program.


Policy Changes and Timelines

Supporting the ALP initiative and the new state Accountability Standards required substantial revisions to Board Policy 5530 and its associated Rules and Procedures. Based on the revised policy and procedures, timelines have been drawn up laying out what has to happen during the transition to the new policy and procedures, as well as under the new policy and procedures.
