I.

The Plan for Space Utilization

 

A.

Development (of Reevaluation) of Space Utilization Plan

 

 

Each principal shall evaluate the parking situation on the individual school campus prior to June 1 of each year. On the basis of available spaces, parking needs, service needs, school programs, and other relevant factors, each principal shall recommend to the director of safety and security a proposal for designated or restricted parking on the individual campus by June 1. This proposal shall include the number and locations of additional signs as well as the "copy" for such signs.

 

B.

Recommendation of Space Utilization Plan

 

 

The director of safety and security shall review proposals from the principals and shall work with the various principals to assure the completeness and appropriateness of the proposals. The director of safety and security shall sign each proposal as a recommendation of that plan and forward the recommended plan to the associate superintendent for auxiliary services’ office by June 15.

 

C.

Approval of Space Utilization Plan

 

 

The associate superintendent for auxiliary services shall review each proposal for completeness and may require more and/or different information, from the appropriate principals and director of safety and security. When the associate superintendent for auxiliary services signs each proposal, it becomes the plan for the coming year for the individual school and is automatically incorporated into the Official Rules Governing Parking at the school. The associate superintendent for auxiliary services shall retain a copy of each plan and shall notify each principal and the director of safety and security of the plan's approval by July 10. A cover form may be used to collect the principal’s initial request for signs, the director of safety and security’s recommendation, and the associate superintendent for auxiliary services’ approval.

II.

Rules

 

A.

Each principal shall develop a set of "Official Rules Governing Parking" for the individual school and shall attach a copy of these rules to the Space Utilization Plan filed with the associate superintendent for auxiliary services through the director of safety and security. Copies of these rules must be made available for inspection by any person upon request. In addition, any person who obtains permission to park on campus shall be provided a copy of these rules, systemwide rules (7180 R&P), and Board Policy 7180. Each set of "Official Rules Governing Parking" shall include the following:

 

 

1.

Priority treatment to the physically handicapped;

 

 

2.

Consideration of traffic and parking associated with public school buses;

 

 

3.

Traffic and parking associated with individual school's staff members;

 

 

4.

Traffic associated with private vehicles which drop off and/or pick up students;

 

 

5.

Traffic and parking required for students who are in certain programs of study such as cooperative vocational education courses;

 

 

6.

Traffic and parking by students who drive private vehicles to school (car pooling is to be encouraged);

 

 

7.

Consideration of visitors; and

 

 

8.

Any other factors pertinent to the individual school.

 

B.

Reserved Spaces

 

 

The rules may reserve parking spaces by purpose, uses, groups, and/or individual users.

 

C.

Registration

 

 

The rules may require registration of motor vehicles and other means of conveyance.

 

D.

Decals

 

 

The rules may include provisions for sale and use of stickers, decals, permits, or other indicia representing the registration status of vehicles or the eligibility of vehicles to park on school grounds. Rules may prohibit counterfeiting or unauthorized use of official stickers, decals, permits, or other indicia. The selling price of decals shall be limited to the actual cost of decals, application forms, and other consumables used in administering the decal program.

III.

Signs

 

Upon the associate superintendent for administration's approval of each plan, the operations/maintenance staff will be responsible for securing and erecting the approved signs as designated in the plan.

IV.

Enforcement

 

A.

Misdemeanor charges may be pressed against any person who is in violation of a rule concerning parking on school grounds. It is the responsibility of the principal to see that appropriate charges are brought against persistent and/or flagrant violators and report each legal action (charges) to the associate superintendent for auxiliary services.

 

B.

The principal may revoke the parking permits and parking privilege or otherwise limit or temporarily suspend the use of parking privilege of students who are in violation of a rule concerning parking on public school grounds as provided in Policy 7180.6.

 

C.

The principal may invoke generally accepted means of punishing students who are in violation of rules prohibiting the forgery/counterfeiting of decals and/or related forms, the unauthorized transfer of decals, the unauthorized use of decals, or the conspiracy to do so as provided in Policy 7180.7.

 

D.

In addition to or in lieu of misdemeanor charges against a driver or school punishment of a student driver, the principal may have any motor vehicle removed from school grounds if that vehicle is parked on school grounds in violation of board policy, systemwide regulations, and school rules. The vehicle shall be moved to a place of storage, and the registered owner of such vehicle shall become liable for removal and storage of the vehicle.
