In an effort to attract and retain a high quality workforce, the Board shall adopt a uniform compensation structure for all employees that strives to be market sensitive and individually responsive to the extent feasible within budgetary constraints. An employee’s compensation for the employee’s position may be increased within the approved compensation structure in accordance with salary administration guidelines prepared by the Superintendent and reviewed by the Board. An employee’s compensation otherwise may be increased as follows:

a.

by approval of the Board of Education;

b.

by approval of the Superintendent following a review and recommendation by the Compensation Classification Committee.  The review may be initiated by the Superintendent, his/her designee, supervisor or employee, in accordance with written procedures developed by the Superintendent and reviewed by the Board of Education; or

c.

by promotion to a vacant or newly created position that has been posted and  incorporated into the budget by the finance officer in accordance with Board Policy 3310/4310.

Except as provided above, no employee shall receive any additional compensation.  This restriction applies to all forms of additional compensation, such as bonuses, but does not apply to pre-approved earned overtime which is authorized by Board policy, or to additional compensation mandated by the General Assembly, such as ABC bonuses.

Nothing in this policy creates any property right on behalf of any employee to any particular level of compensation.

Nor shall this policy be interpreted as limiting the authority of the superintendent or designee from reducing an employee’s compensation through demotion, suspension without pay, or otherwise, in compliance with any applicable laws or policies, or from maintaining an existing employee’s compensation at its current level, in appropriate cases, when the employee is reassigned to a lower paying position.

All individual concerns or complaints about one’s compensation must be referred to the Compensation Classification Committee in accordance with the written procedures.
