The deposit of money in the State Treasury to the credit of the administrative unit shall be made in monthly installments, and additionally as necessary, at such time and in such manner as may be most convenient for the operation of the public school system. Before an installment is credited, the school finance officer shall certify to the controller of the State Board of Education the expenditures to be made by the administrative unit from the State Public School Fund during the month. This certification shall be filed on or before the fifth day following the end of the month preceding the period in which the expenditures will be made. The controller shall determine whether the monies requisitioned are due the administrative unit, and upon determining the amount due, shall cause the requisite amount to be credited to the administrative unit.  Upon receiving notice from the State Treasurer of the amount placed to the credit of the administrative unit, the finance officer may issue state warrants up to the amount so certified.

The controller may withhold money for payment of salaries for administrative officers of the administrative unit if any report required to be filed with state school authorities is more than thirty (30) days overdue.

Money in the State Public School Fund and state bond monies shall be released only on warrants drawn on the State Treasurer, signed by such local official as may be required by the controller of the State Board of Education.
