ENERGY CONSERVATION AND MANAGEMENT

All school system employees and students shall be diligent in their efforts to conserve resources and to prevent the wasteful loss of energy.  Appropriate means and methods of energy conservation shall be employed to minimize energy consumption, including but not limited to the design and operation of buildings, equipment, and vehicles.  All school system employees and students shall share in the responsibility for the successful implementation of energy programs.

The Board of Education and Superintendent shall employ appropriate staff and contractors whose assigned responsibilities include the development and implementation of energy conservation programs.

7450.2

Each school principal or building manager shall designate a contact person to serve as that facility's energy advisor to all employees and students regarding energy conservation policies and procedures.  The director of energy management or his/her designee shall coordinate the training of the energy advisors and disseminate energy-related materials to school system facilities.

7450.3

Architectural and engineering design guidelines developed by the facilities department shall include specific criteria for enhancing the energy efficiency of facilities.  Designs for new building and major renovation projects shall conform to the design guidelines issued by the school system.  Designers shall be required to demonstrate that their designs are in conformance with these guidelines to the satisfaction of the professional staff of the energy management department.

Design services for all new buildings and major renovation projects shall include an analysis of energy consumption and life cycle costs.  

7450.5

Project budgets shall include quality energy-efficient facilities and equipment which meet or exceed the performance criteria established in the school system's architectural and engineering design guidelines.

7450.6

Budget requests for the operation and maintenance of existing facilities shall include adequate funds to maintain and enhance the operating efficiency of buildings, building systems, and related equipment.

An energy analysis shall be performed by the energy management staff at appropriate intervals after completion of new buildings and major renovations to compare actual consumption to consumption estimates projected by design consultants.  This data shall be used to further improve energy designs for future projects.

7450.8

The energy management staff shall monitor energy use and utilities costs for each school system facility and shall report this information to the Superintendent every six months and annually to the Board of Education.

The director of energy management shall coordinate closely with community schools staff to assure all rentals and programs are located in the most efficient areas/zones and to establish and implement reasonable compensation for energy consumed through the use of facilities as a result of community schools programs.

 

7450.10

The staff of energy management shall develop and implement guidelines that deal specifically with use of school facilities during unoccupied times of the year; i.e., summers, holidays, and vacation days.

 

7450.11

The energy management staff shall develop and maintain specific emergency energy conservation guidelines that the board of education and superintendent may implement in the event of an energy emergency.  These guidelines shall be approved by the board of education and shall include shutdown priorities and procedures that may be implemented during periods of energy or funding crisis.

 

7450.12

The purchase of all motor vehicles will be based upon the most fuel efficient unit of sufficient size and durability to perform in the most cost effective manner.  Vehicle replacement schedules will be established to maintain a fleet which is as fuel efficient as possible with a maximum length of service of eight years.

 

7450.13

The director of transportation will develop an energy conservation policy that reflects D.O.T. standards for safe and efficient use of school buses to transport students.  The transportation staff in cooperation with the energy management staff will monitor data to insure that state and local guidelines are being met.
