DISTRIBUTION OF
PUBLICATIONS BY NON-STUDENTS |

A. |
Approval Process |
||||
|
|
Non-students are
not permitted to distribute or place literature in any school location except
in compliance with policy 2420 and this R&P. Requests from
individuals/organizations/ agencies listed in IIA below to distribute or
display materials to students must be approved by the school principal
following these procedures. Requests
from other individuals/organizations/agencies to display materials to
students must be approved by the school system’s Public Information Office
following these procedures. School officials
shall not prohibit the distribution or display of materials that meet the
requirements of this R&P based upon the viewpoint expressed in the
materials, unless there is a reasonable likelihood that the materials would
cause a substantial disruption to the school environment. |

Procedures for Distribution or Display |

|
|
1. |
Approval by
Principal |
|||
|
|
|
A principal shall
permit materials from the following organizations for display or distribution
directly to students if the activity or event addressed by the material is
primarily for school-age students: |
|||
|
|
|
a. |
Agencies/departments
within the city, county, state, or federal government |
||
|
|
|
b. |
Parent Teacher
Associations/organizations or school booster clubs |
||
|
|
|
c. |
Licensed day care
providers operating on school campus |
||
|
|
|
d. |
Higher education
institutions, if materials relate to educational opportunities for school-age students |
||
|
|
|
e. |
School/business
partnerships or incentive programs that directly enhance or support the
school’s educational program. |
||
|
|
|
f. |
Non-profit
community organizations with youth participation of over 500. Prior to submitting materials for
distribution, the organization must verify its non-profit status with proper
documentation from the IRS. |
||
|
|
|
Only information
concerning activities sponsored or endorsed by the above-listed organizations
may be approved for distribution. For
purposes of this R&P, “distribution” is defined as sending materials home
with students, sending messages through voicemail systems or electronic mail
systems, or posting materials on school websites. Principals may
place reasonable limits on the frequency and timing of distribution. Principals may decline to approve
activities planned at the last minute with distribution to come on short
notice. Activities that involve
fund-raising by students will not be approved, unless such activities are
school-sponsored. Distribution of
registration forms that require the forms be returned to the schools will not
be approved. |

Requirements if
Distribution is Approved by Principal |
|||
|
|
|
Materials must be
in the school six (6) school days prior to distribution date. Materials must be bundled or bound in
groups of thirty (30) to ensure easy distribution to classes. The organization is
responsible for getting the materials to each school. The school system’s
courier service cannot be used for this purpose. |

Approval by Public
Information Office |
|||
|
|
|
The Public
Information Office may approve materials from other individuals/ agencies/
organizations for display in a designated location (e.g., in a notebook
placed in the school media center) if the activity or event addressed by the
material is primarily for school-age students and concerns one of the
following: |

|
|
|
a. |
Educational
services directly related to the school system’s instructional program, such
as test preparation courses, enrichment courses, or tutoring |
||
|
|
|
b. |
Community sports,
recreational, educational, or cultural activities |
||
|
|
|
c. |
Activities that
promote leadership and character education |
||
|
|
|
d. |
Licensed day care
services |
||
|
|
|
All materials that
are displayed shall contain the following disclaimer: “The school’s display
of this publication is not an endorsement of the sponsoring organization, the
activities described, or the contents of the materials displayed. In addition, the Wake County Public School
System makes no representation regarding the nature or quality of the
services or activities promoted.” |

Requirements if
Display is Approved by the Public Information Office |
|||
|
|
|
The approval letter
from the Public Information Office must be on top of the materials so
principals can easily see that they have central office approval. An
individual/organization/agency’s materials may not be approved for display
more than twice in one school year.
Materials may be removed from display after thirty days. The organization is
responsible for getting the materials to each school. The school system’s
courier service cannot be used for this purpose. |

C. |
Violation of Policy / R&P |
||||
|
|
Any
individual/organization/agency that violates this policy may be prohibited by
the school principal or the school system from distributing materials for the
remainder of the school year. |
