Vacancies in administrative positions shall be filled by the most competent applicants available and in accordance with all stipulations of equal employment and nondiscrimination requirements.

 2240.1

 When an administrative vacancy occurs, first consideration shall be given to the qualifications of any applicant from within the system.

 2240.2

 In the event that no applicant from within the system has been deemed sufficiently qualified for election, applicants from outside the school system shall be sought and considered.
