2000 EMPLOYMENT OF
ADMINISTRATORS 2000
The
Board shall provide an administrative staff for the conduct of the management
functions of the school system. The
administrative staff shall be responsible for the overall conduct and operation
of the school system in accordance with law and Board policy.
A. Filling Administrative Positions
All
administrative vacancies shall be filled in accordance with the qualifications
established for the respective positions and upon the recommendation of the Superintendent. All administrative vacancies occurring
during any season of the year shall be posted on the Wake County Public School
System Job Posting website a minimum of ten (10) calendar days prior to filling
of said vacancies except when emergency circumstances dictate shorter posting
time.
B. Qualifications and Performance
Responsibilities
A
job description shall be prepared for each administrative position outlining
the qualifications, responsibilities, and pertinent elements of the position.
C. Recruitment
Vacancies
in administrative positions shall be filled by the most competent applicants
available and in accordance with all stipulations of equal employment and
nondiscrimination requirements. When an
administrative vacancy occurs, first consideration shall be given to the
qualifications of any applicant from within the system. In the event that no applicant from within
the system has been deemed sufficiently qualified for election, applicants from
outside the school system shall be sought and considered.
D. Selection
The
Superintendent shall be responsible for recommending for employment to
administrative positions only those applicants who have been investigated sufficiently
to give assurance that they are fully qualified.
E. Assignment
Assignment
of administrators shall be the responsibility of the Superintendent.
F. Contracts
All
administrative personnel defined by law as holding contract positions shall be
extended contracts in accordance with provisions of law.
G. Orientation
The
Superintendent shall provide appropriate orientation for each administrator
given a new assignment.
H. Supervision
Supervision
of administrators shall be the responsibility of the person(s) to whom the
administrator reports.
I. Evaluation
The
Superintendent shall be responsible for establishing procedures for an annual
evaluation of each administrator.
J. Protection of Administrators
The
Board shall extend professional support to administrative personnel and also
shall provide adequate legal and insurance protection commensurate with the
responsibilities and risks of the respective positions, so long as the
administrator is acting within the scope of official duties.
K. Promotion
In
recognition of meritorious performance, promotion from within the school system
shall be encouraged. To this end,
administrators interested in promotion shall be responsible for making proper
school officials aware of their interest in and qualifications for promotion.
L. Transfer
The
Superintendent may transfer an administrator as the interest of the school
system may dictate. Further, any administrator desiring a transfer shall make
such interest known to the Superintendent who shall be responsible for acting
on the request.
M. Separation
In
the event of the need of the separation of an administrator through retirement,
resignation, death or disability, or removal from office, the Superintendent
shall be responsible for following the procedures as set forth by law.
N. Health Examination
Every
new administrator shall be required to furnish an approved health certificate
on the prescribed form before employment is final.
O. Work Week
All
full-time administrative positions require a minimum of a five-day, forty-hour
week.
P. Professional Growth
All
administrators shall be knowledgeable of current educational research and
developments, and keep abreast of new developments in the education profession.
They shall make every effort to participate in appropriate staff development
and professional growth activities and shall keep their required certification
up to date.
Q. Expenses
The
Superintendent or Chief Business Officer shall be responsible for developing
and monitoring procedures for travel, and these
procedures shall be reflected in the Wake County Public School System Guide to
System Resources and Procedures.
R. Non-School Employment
An
administrator shall notify his/her supervisor of any non-Wake County Public
School System employment. No
administrator, including the Superintendent, shall accept any non-school
employment which in any way conflicts with or impairs her/his ability to carry
out properly the requirements of his/her administrative assignment.
S. Conferences and Visitations
Within
the limits of budgetary provisions, administrators shall be encouraged to
attend educational conferences and make visitations which are designed to
broaden their competence in their positions. Any such attendance shall have
received prior approval of the Superintendent or appropriate supervisor.
T. Salary
Salary
guides will be posted annually on the school system website.
