AD HOC COMMITTEES

When either the Superintendent or a member of the Board finds that a specific program or project would benefit from an ad hoc committee, such a committee may be established by vote of the Board.

1810.1

As used in this policy, the term “committee” shall also include any task force, Board, or commission appointed by the Board.

1810.2

A.

Nominations for appointment of a citizen to any ad hoc committee shall be made at a board meeting. Either the Superintendent or Board members may nominate citizens. Nominees should be persons who have shown interest and/or expertise in the specific topic of the ad hoc committee.

 

B.

Appointments of citizens to ad hoc committees shall be by vote of the board at a board meeting subsequent to the meeting where nominations were received. The board will fill vacancies on ad hoc committees following the same procedure.

Ad hoc committees typically shall be composed of between 9-15 members. Members shall serve at the pleasure of the Board.

 

A.

No person shall serve on more than two (2) committees at any one time.

 

B.

Any citizen appointed to a committee who is absent without excuse from three (3) consecutive meetings of said committee may be removed.

The duties, term, responsibilities, and process for selection of the chair of each committee shall be determined by the board.

Each specific program ad hoc committee shall meet at least quarterly and more often if necessary.

 

A.

Each committee shall report its findings and recommendations at least annually to the Board or the appropriate standing committee of the Board.

 

B.

The meeting schedule of all ad hoc committees shall be posted in accordance with the Open Meetings Laws of the State of North Carolina and shall be included in the weekly board postings.

The Superintendent shall designate an employee to serve as staff liaison with each committee. The committee shall designate a member to serve as secretary to keep minutes of each meeting.

1810.7

The Superintendent, as secretary of the Board, shall inform the Board at least 60 days prior to the expiration of a term of any member of an ad hoc committee.
