A.  Procedures for Presenting Policy and R&P (Regulations and Procedures) to the Superintendent’s Leadership Team

 

Example1.  Policy and R&P changes, including new and revised policies and R&P as well as policy and R&P deletions, must be presented to the Superintendent’s Leadership Team (SLT) at two (2) separate meetings.  If the SLT recommends additional revisions to the policy and/or R&P, the policy and/or R&P will be sent back to the originating department/division.  After revisions are made, the policy and/or R&P must be re-submitted to the SLT for their final review.

 

2.  When the policy and/or R&P are submitted to SLT for review, the Chief Officer should include information related to training requirements for implementing the policy and related R&P.  (See Form 1510a - Policy Revisions Training Requirements.)

 

3.  The policy and/or R&P will be reviewed by the Board attorney at any point in the process if deemed necessary by the Superintendent or Chief Officer. 

 

4.  When introducing a new policy and/or R&P, requests for a policy number should be made by contacting the staff designee or by emailing boardpolicy@wcpss.net.

 

5.  After the SLT has reviewed and approved the changes, the policy will be submitted to the appropriate Board Committee to determine further action.

 

B.  B.  Procedures for Submitting Policy Revisions to Board Committee(s):

1.       The sponsoring Chief Officer or designee presents the new or revised policy to the appropriate Board Committee for approval.

2.   After the Board Committee approves the policy, the policy will be presented to the Board of Education for its First Reading.

3.  The Précis and backup materials should be submitted by the Chief Officer to the Superintendent’s Office following the timeline and procedures for adding items to the Board Agenda.

 

 

C.  Procedures for Presenting Policy at the School Board Meeting:

1.  A policy must be presented to the Board for a First and Second Reading prior to being approved.

2.  If the Board requests changes to the policy at the First Reading, the originating department must make the requested changes. 

3.  Under the Précis Subject Heading, list the policy name, policy number and whether the policy is a First Reading or Second Reading.

4.  After the Board Policy is approved the originating department must submit the formatted policy to the Superintendent’s designee.  The designee will reformat the policy as needed for the Board policy website.

5.  The originating department will be notified by the Superintendent’s designee when the revised policy is uploaded to the website. 

 

D.  Policy and R&P Formatting

When policy and/or R&P changes are being presented to SLT and the Board they should adhere to the following format. 

1.  Set the margins to 1” at the top, 1.25” to the left and 1” to the right.

2.  The policy and or R&P name should be centered at the top of the page in bold.  The policy number should be placed on the left and right margins, on the same line with the title, in bold.

3.  Wording should be single spaced, 10 pt., Arial Font.

4.  Policies and R&P should be in outline format utilizing a letter and number system.  Topic headings should be bold.

5.  When changing an existing policy and/or R&P, additions should be highlighted in yellow; deletions should have a strike through line.
