The Wake County Board of Education may
have standing committees to consider, discuss, and investigate issues, as
directed by the Board, that may need extensive
deliberations prior to presentation to the entire Board. The purpose of
standing committees is to conduct thorough deliberations and investigations
of these issues and to bring to the Board the results of their deliberations
with the committee’s recommendation for Board action, if needed.
In the absence of a standing
committee, Board members should present questions and issues to the Board
Chair.The Board Chair will
communicate with the Superintendent, who together will identify the method by
which the questions/issues will be addressed.
A.
Standing
Committees
1.
Creation of
standing committees shall be a function of the Board.
2.
In the event the
Board determines that Standing Committees are needed, the chair and vice
chair of each committee and the Board members of that committee shall be
named by the Chair of the Board.
3.
In the event that a
committee is authorized to take action on behalf of the Board, the rules
outlined in Policy 1323 - Rules of Order shall apply.
B.
Committee Meetings
1.
The committee chair
shall preside at all committee meetings and be responsible for reporting to
the Board on the activities of the committee. The committee chair shall call
meetings focused on topics and issues and establish an agenda for each
committee meeting that shall include any item suggested by the
Superintendent, committee chair, committee members, or referred by the Board.The committee chair shall schedule
committee meetings as needed to conduct the business of the committee.The committee chair shall, whenever
possible, provide at least one week’s notice to Board members and the public
of meeting dates and times.The
committee chair shall have the discretion to reschedule or cancel meetings
with reasonable prior notice to Board members and the public as needed to
conduct the business of the committee.

The Board Chair
shall have the responsibility of coordinating all committee schedules in
order to facilitate optimum efficiency.
3.
A standing
committee may only make recommendations to the Board and has no authority to
act on behalf of the Board except as may be authorized in policy or specifically
granted by the Board.All information
impacting present or future decisions of the Board should be reported by the
committee chair to the Board.
C.
Committee Membership
1.
The Superintendent
shall perform as an ex-officio member of all committees and the Superintendent
or designee shall be consulted by the chair of the committee in the establishment
of the agenda. The Superintendent may suggest items for a committee agenda.
2.
The Chair of the
Board shall be an ex-officio member of all committees.
3.
Any Board member
attending a committee meeting may be appointed by the committee chair as a
committee member, if such appointment is necessary to constitute a quorum.
4.
A standing
committee chair may elect to have community members appointed to said committee following a process established by the full
Board.
5.
The contact person
for assistance for each standing committee shall be the Superintendent or
that specific staff member designated by the Superintendent to serve as
liaison person for that standing committee.
