School Construction Report

Goal 2008: WCPSS is committed to academic excellence. By 2008, 95 percent of students in grades 3 through 12 will be at or above grade level as measured by the State of North Carolina End-of-Grade or Course tests, and all student groups will demonstrate high growth.


BOARD PURCHASES TWO TRACTS AND AGREES TO LEASE
At its Dec. 20 meeting, the Board of Education agreed to purchase two tracts of land and to lease a third site where elementary schools will be located.

The board approved an offer to purchase and contract with McGregor Development Company to acquire 33 acres of land at a cost of $529,000. The property is on Highway 96 and Pippin Road
in Zebulon. WCPSS plans to build a new elementary school (E15) to open in 2007 at the site and potentially a second school on the property in the future. WCPSS will purchase 23 of the 33 acres and 10 acres will be provided at no cost. Utilities will be extended to the property at no cost to the board.

The board approved an offer to purchase and contract with Wakefield Commercial L.L.C. to acquire approximately 20 acres at an estimated cost of $1.6 million. The property is on Forest Pines Drive representing a portion of the Wakefield Park mixed-use development. WCPSS plans to build a new elementary facility (E9) to open in 2007 and potentially a second school on the property.

The board approved a three year lease with the National Dubois Alumni Association of Wake Forest for 6.5 acres and the use of the gym for $43,400 per year. The lease could continue for up to three additional years. WCPSS plans to locate a modular school at the site. For the first year, it will house students from Harris Creek Elementary (E11).

BOARD RECOGNIZES HEERY INTERNATIONAL, P.C.
At its Dec. 20 meeting, the Board of Education recognized Heery International, P.C. for its long years of service to the school system. On Jan. 14, 1986, WCPSS entered into a contract with Heery for construction program management services. On Dec. 31, 2004, WCPSS will conclude its program consultant services with Heery. Board chair Susan Parry, Superintendent Bill McNeal and Associate Superintendent Don Haydon offered their appreciation and thanks to Heery for exemplary professional services to address the doubling of enrollment from 57,268 students to 114,092 students. WCPSS plans to continue working with Heery for professional consulting on specific projects.

BOARD APPROVES CONSTRUCTION DOCUMENTS FOR HARRIS CREEK ELEMENTARY
At its Dec. 20 meeting, the Board of Education approved construction documents for the Harris Creek Elementary School, which is scheduled to open in 2006. The project is funded as part of the PLAN 2004 School Building Program. Wake County Parks and Recreation is providing $250,000 for a joint-use playfield.

BOARD APPROVES CONSTRUCTION DOCUMENTS FOR DANIELS MIDDLE
At its Dec. 20 meeting, the Board of Education approved construction documents for the renovation of Daniels Middle School. The project is funded as part of the PLAN 2004 School Building Program.

BOARD APPROVES CONSTRUCTION DOCUMENTS FOR MARTIN MIDDLE
At its Dec. 20 meeting, the Board of Education approved construction documents for the renovation of Martin Middle School. The project is funded as part of the PLAN 2000 School Building Program and PLAN 2004 School Building Program.

BOARD APPROVES CONSTRUCTION DOCUMENTS FOR CARY HIGH
At its Dec. 20 meeting, the Board of Education approved construction documents for the renovation and additions at Cary High School. The project is funded as part of the PLAN 2000 School Building Program and PLAN 2004 School Building Program.

BOARD NAMES DESIGN CONSULTANT FOR E18
At its Dec. 20 meeting, the Board of Education named Cherry Huffman Architects, P.A. as design consultant for a new elementary school (E18) to be built at the site where the Holly Springs High School is under construction. In their design for E18, the architects will use the same prototype as is being used at E15. The project is funded as part of the PLAN 2004 School Construction Program.

BOARD NAMES DESIGN CONSULTANT FOR E14 IN ROLESVILLE
At its Dec. 20 meeting, the Board of Education named Boney, PLLC Architects as design consultant for a new elementary school (E14) to be built in Rolesville. In their design for E14, the architects will use the prototype first used at Brier Creek Elementary. This is third use of this prototype. The project is funded as part of the PLAN 2004 School Construction Program.

BOARD NAMES DESIGN CONSULTANT FOR E15 IN EASTERN WAKE
At its Dec. 20 meeting, the Board of Education named Cherry Huffman Architects, P.A. as design consultant for a new elementary school (E15) to be built in eastern Wake County. This is the same prototype being used at E18. The project is funded as part of the PLAN 2004 School Construction Program.

BOARD AWARDS CONTRACTS FOR MILLBROOK HIGH ADDITIONS AND RENOVATIONS
At its Dec. 7 meeting, the Board of Education awarded a single prime contract to D.H. Griffin Construction Co., LLC in the amount of $20,742,634 for the additions and renovations at Millbrook High. School administrators discussed their efforts to keep the contract in budget by using value engineering, and indicated that they would later recommend that additional work be included in the contract. The project is funded as part of the PLAN 2004 School Building Program.

BOARD AWARDS CONTRACT FOR NORTH GARNER MIDDLE IMPROVEMENTS
A its Dec. 7 meeting, the Board of Education awarded a single-prime contract to J. M. Thompson Company in the amount of $7,334,510 for the renovation and site improvements at North Garner Middle School. The project is funded as part of the PLAN 2004 School Building Program.

BOARD AWARDS CONTRACT FOR PURCHASE OF MOBILE UNITS
At its Dec. 7 meeting, the Board of Education awarded a single prime contract to Modular Solutions, Inc., in the amount of $2,177,205 for the purchase of 50 mobile classroom units to be installed throughout the school system. The project is funded as part of the PLAN 2004 Mobile Classrooms-Growth project.

BOARD APPROVES CONSTRUCTION DOCUMENTS FOR BRIER CREEK ELEMENTARY AND COMMUNITY CENTER
At its Dec. 7 meeting, the Board of Education approved construction documents for Brier Creek Elementary School and Community Center. The project is funded as part of the PLAN 2004 School Building Program and $3,000,000 is to be funded by the City of Raleigh for their adjacent Community Center.

BOARD NAMES DESIGN CONSULTANT FOR MODULAR CAMPUSES
At its Dec. 7 meeting, the Board of Education named Gurel Architecture as design consultant for potential modular elementary school campuses. It is anticipated that the Board will ultimately create modular elementary schools at one or no more than two of these campuses for fall 2005. The project is funded as part of the PLAN 2004 Mobile Classrooms-Growth project.
