Vice Admiral Tidd clarified his role as a Vietnam decisionmaker in a Nov. 15 e-mail:
Then a captain, he was Chief of Staff to (then) Vice Admiral Zumwalt, who became the Chief of Naval Operations (CNO) after departing Vietnam. Captain Tidd returned to Washington with the admiral; set up and directed The CNO/VCNO's Navy Decision Making Center (NADEC), where he helped formulate issues for the CNO and Vice CNO, record their decisions, coordinate tasking and monitor progress toward achieving the objectives of their decisions.
