Board Approves Public School Choice for Families at 15 Title I Schools
August 5 , 2009 - The Board of Education approved choice options for families at 15 elementary schools in compliance with the federal No Child Left Behind law for schools that are in Title I school improvement.
Of the 156 WCPSS schools, 45 are Title I schools this year. Title I status for schools changes annually, based on the number of students attending the school who participate in the federal lunch program. Title I provides federal assistance to these schools, and schools receiving this assistance must comply with the requirements of the No Child Left Behind law.
When Title I schools do not meet Adequate Yearly Progress (AYP) standards for all subgroups of students in a subject area for two consecutive years, they enter school improvement. Schools must meet Adequate Yearly Progress standards for two years in a row in that subject to exit school improvement.

Eight of 14 WCPSS schools that were in Title I school improvement for 2008-09 made AYP. These schools are Barwell Road, Briarcliff, Bugg, Conn, Lynn, Zebulon, York and Wilburn elementary schools. This is the second year in a row that Wilburn Elementary achieved AYP and therefore, Wilburn has exited Title I school improvement.
The longer it takes a school to exit Title I school improvement, the more sanctions are applied to the school under No Child Left Behind. Sanctions include offering Public School Choice, Supplemental Educational Services and Corrective Action.
In offering choice, WCPSS identifies schools that have the capacity for additional students and are not in school improvement. Parents have the opportunity to indicate their preference between two potential options. Parents are offered an assignment based on parent responses, the receiving school’s ability to accommodate students and transportation patterns. Parents may accept or decline the selected choice school.

The school system will have more information for parents on Supplemental Educational Services (free tutoring) when approved providers for tutoring services are identified. Students who receive free/reduced price lunch at Brentwood, Fox Road, Poe, York and Wendell are eligible to receive Supplemental Education Services. Students at these schools may apply for either Public School Choice or Supplemental Educational Services, but not both.
WCPSS will work with Wendell Elementary on corrective actions for the school. Corrective action could include appropriate professional development for staff, aligning instruction with the state’s standard course of study, extending instruction, and steps that could affect staffing and organization of the school.
The school system has developed a timeline to work with parents on school choice. Barwell Road Elementary, a year-round elementary school in the second year of Public School Choice, has already addressed school choice. The other 14 schools will follow this timeline:
