Board Delays Student Moves in Multi Year Assignment Plan

August 4, 2009 - The Board of Education approved delays today for the multi-year student assignment plan, delaying the movement of students to coincide with a revised school construction timetable tied to county funding.

Much has changed since the board adopted the student assignment plan on February 3, 2009. The downturn in the national economy led Wake County to adjust the sale of bonds to take place over a longer period of time. After the Wake County Commissioners and Board of Education agreed on the slower timetable for the sale of bonds, the school board adjusted the school construction program to proceed as bond funds became available.

With the changed construction schedule approved by the school board on April 21, Forest Ridge High, Rolesville Middle and Walnut Creek Elementary will now open two years later.

The board action today delays assignments so that students remain at their currently assigned school until the new facilities open. The board assigns students to schools based on the nodes, or geographic areas, in which they live. As the new schools open, the same nodes as in the original assignment proposal will be assigned to them.

This means that students who were to have been assigned to Forest Ridge High in 2010-11 will remain at their current school assignments. When the school opens in 2012-13, the first students to attend the high school will be the ninth and tenth graders who live in the assigned nodes. In 2013-14, the school would operate with students in grades 9-11 and in 2014-15, it will have grades 9-12.

The delay in opening the new school will have an impact on surrounding schools. Knightdale High, Millbrook High, Wake-Forest Rolesville High and Wakefield High will all be affected by additional crowding.

As a result, the school system would be required to continue to use the ninth grade centers for Wakefield High and Wake-Forest Rolesville High through the 2012-13 school year. Millbrook High’s enrollment will increase with magnet applications beginning in 2010-11.

The delay in opening the new Rolesville Middle will have an impact on surrounding schools. Wake Forest Rolesville Middle, Heritage Year-round Middle, East Millbrook Middle, East Wake Middle and Wakefield Middle will all be affected by additional crowding.

As a result, the school system will be required to explore the addition of modular classrooms for the Wake Forest Rolesville Middle School. Crowding at Heritage Year-round Middle will require a reduction in the number of year-round applications accepted for the school.

The delay in opening the new Walnut Creek Year-round Elementary will have an impact on surrounding schools. Barwell Road Year-round Elementary, East Garner Year-round, Elementary Hodge Road Year-round Elementary, Aversboro Elementary and Timber Drive Year-round Elementary will all be affected by additional crowding.
