The Mastery Learning Model articulates a process teachers are expected to use to design and facilitate instruction. This Model represents a connection between deeply aligned content standards and consideration of the instructional needs of all students. The Mastery Learning Model is embedded in the first Tier of the Responsiveness To Instruction to emphasize that effective core instruction meets the needs of most students.

Mastery Learning Model Review of standards and prerequisites determines what students should know, understand, and be able to do. Teachers determine the entry point for student learning by analyzing pre-assessments. Determine foundational skills and knowledge.  Pre-assessments indicate additional targeted learning outcomes. Teachers learn about each student’s academic needs, learning preferences, and interests. Teachers consider learning outcomes, pre-requisite skills, and learner needs to facilitate effective instruction. Learning experiences are aligned to Essential Learning Outcomes.  Formative assessments are used to inform and adjust instruction. Students move to the next learning outcome within a single course or the next course in the sequence. Supplementary Instruction and Assessment Targeted/Strategic Interventions 5-15 % of students may need theses interventions, in addition to core, to be successful. Specialized Instruction and Assessment Intensive, Individual Interventions - 1-10% of students may need these interventions, in addition to core, to be successful. General Core Instruction & Assessment for all students. Teaching the SCoS, Research-based Instructional Strategies, Progress Monitoring, Schoolwide Procedures, PBIS

For approximately 15% of the students, supplementary targeted instruction and assessment are needed in addition to the general core instruction. For a few (5%) of the students, specialized instruction and assessment are needed. This instruction is available in the form of intensive individual intervention.
