2004-2005 GROWTH MANAGEMENT COMMUNITY ENGAGEMENT PLAN

Goals

 

  • To engage the community in the development of the growth management plan
  • To present a plan to meet the Board's goals for managing growth
  • To have the community be more accepting of the plan presented to the Board

Overview

A series of community meetings will be held in various parts of the county.

  • Meeting #1 - A description of WCPSS policies, practices, and processes related to Growth Management - opportunities for feedback provided. September 2003
  • Meeting #2 - A description of growth management issues related to the specific area of the county in which the meeting is being held - opportunities for feedback provided. October 2003
  • Meeting #3 - A discussion of how different schools in the area might be affected by the growth management plan for the upcoming year and for the future - opportunities for feedback provided. November 2003
  • Publishing of a growth management proposal - opportunities for public feedback. January 2004
  • Presentation of a growth management plan to the Board of Education - public hearings. February 2004

Process

Meeting #1: Growth management overview
1. Provide a handout about growth management: Education Matters: Growth Management
Discuss and explain:

  • Goals of Growth Management - manage growth and have healthy schools
  • Board Policy 6200
  • Brief discussion of "Healthy Schools" - roles of magnets and year rounds
  • Academic results
  • Stability efforts - grandfathering; no moves within three years
  • Practices for opening of new schools - size, grade levels, and from which schools
  • Process of development of the plan, including public input
  • Terms
  • Facts such as crowding, new schools, growth, reasons for moves

2. Discussion: Have participants fill out cards with questions. Answer all questions within the time limit.

3. Input: Provide a form and email address for participants to give input

Meeting #2 - Growth management issues related to the specific area
1. Presentation: Have maps of school attendance areas

  • Crowding factors at existing schools
  • Socioeconomic diversity at existing schools
  • Timeline for opening new schools
  • Impact of new schools on existing schools
  • Consideration of moves between existing schools

2. Discussion:
Have participants fill out cards with questions. Answer questions. The questions that are asked will direct any discussion.

3. Input:
Provide a form and email address for participants to give input

Meeting #3 - Presentation of proposed guidelines for growth management plan

1. Presentation:

  • Growth management foresees the following general moves from existing schools to new schools.
  • Growth management foresees the following general moves from existing schools to existing schools.

2. Discussion

  • Open the floor for discussion with time limits stated for each speaker.

3. Input:

  • Provide a form and an email address for participants to give input

Publishing a growth management proposal:

After all meetings in all areas have been held, a growth management proposal will be made public and input received.

Presenting a growth management plan:

A growth management plan will be presented to the Board
The Board will hold public hearings
The Board will vote on the plan
