Why did we need PLAN 2004?

WCPSS needed a capital improvement plan to provide classroom space for the more than 4,000 students who join the district each year, in addition to the 113,000-plus students already here(at the time of this capital improvement plan). The school system also provides for the increasing number of students with special needs and those whose native language is not English.
In addition, WCPSS’ older buildings – especially those built in the 1950s, ‘60s and ‘70s – are in need of renovation and repair. Top priority is placed on correcting health and safety deficiencies. Buildings constructed 15 – 20 years ago are reaching the point that systems, such as heating and cooling systems, and roofs must be replaced before they begin to fail.
The district must also ensure that schools support current educational needs, including compliance with new class size standards, current curriculum and teaching/learning methods.
