The distribution of all publications by non-students is covered by Board Policy 2420 and its associated R&P.

In short, only the following groups, subject to significant restrictions and to principal approval, may distribute materials to students:
- Agencies/departments within the city, county, state, or federal government
- Parent Teacher Associations/organizations or school booster clubs
- Licensed day care providers operating on school campus
- Higher education institutions, if materials relate to educational opportunities for school-age students
- School/business partnerships or incentive programs that directly enhance or support the school?s educational program.

Any other group may request approval from the Public Information Office to display materials concerning on of the following in a school:
- Educational services directly related to the school system's instructional program, such as test preparation courses, enrichment courses, or tutoring
- Community sports, recreational, educational, or cultural activities
- Activities that promote leadership and character education
- Licensed day care services
