Minutes
The minutes for the meeting of March 17, 2000 are as follows:
1. Ray DeBruhl, Johnston County Schools, made a presentation on " Johnston County Schools Methodology." Some of the points of discussion were:
- Public bodies must find more effective and efficient ways to design, build, finance and manage public facilities.
- He gave a project summary cost of construction of new schools in Johnston County. They are as follows:
- Site cost 5-10%
- Building construction cost 70-80%
- Equipment cost 10-15%
- Professional services 5-10%
- He said that our problems today are distrust, taxing spending, and that the public's investment in capital assets should be properly managed.
- He would like to see Wake County build a Capital Asset Management Program.
- He would like to see business, education and government working together, because education is the energy that drives our economy.
2.Tom Williams, Healthy Start Academy, made a presentation on "Charter Schools." Some of the points of discussion were:
- He suggested that schools do not need a gym, cafeteria, computers, or a fancy school room as long as the school is safe and has great teachers.
- He said that his school does not have a psychologist, cook or maid, but it is much less costly.
- His school has 18 students per teacher.
- Ratio is 60% black, 38% white and approximately 1% Chinese.
- If there are disciplinary problems, the teacher tries to settle the issue. If the issue is not settled he takes it from there.
- They raise expectations for kids.
- They offer bonuses to teachers for a job well done.
- The teachers have support.
3. The committee began discussing Legislation and gave Rita their comments.
