Minutes

The minutes for the meeting of January 21, 2000 are as follows:

  1. Before the meeting started Yvonne Simons of WRAL-TV interviewed John Hood, Ann Rollins and Jim Talton.
  2. Dave Balz of The Haskell Company, a design build company headquartered in Jacksonville, Florida, gave a presentation on design build schools. He says that design build is 6% less than the typical design bid build projects. He focused on charters in addition to the new North Carolina law HB840, which has a provision to use design build and prequalified contractors. He pointed out that HB840 expires July 1, 2000 and has to be amended or it will drop. He recommended that Wake County check into this law. He also mentioned two case studies. There were some interesting scenarios presented.
  3. The committee decided not to break into smaller groups. They went through each of the 13 principles for developing an acceptable capital-spending plan. This list was shortened from a three-page list that was developed from the previous meeting. The committee reached a consensus on all but the first four principles. These principles will be discussed during the next meeting of January 31, 2000.
