ORIGINAL POST: On Tuesday, September 18, the Wake County Board of Education received a presentation on the proposed WCPSS student assignment plan for the 2013-14 school year. Tuesday’s presentation is scheduled as an information item during the board’s regularly scheduled meeting, which begins at 5:30 p.m.

Staff in the Office of Student Assignment drafted the proposal in response to a June directive from the Board of Education, which requested that the district’s current assignment plan be revised for 2013-14 to include address-based school assignments.
Under the proposed plan:
- Students would be assigned to attend one of the most proximate elementary, middle and high schools to their address, to the extent possible.
- Families who are happy with their current school assignments would be allowed to remain at their schools with their current level of transportation until the student completes the final grade at that school.
- Existing families not currently assigned to their base schools would have to declare their intentions to attend their base school. This declaration period would precede the Magnet and Open Enrollment application processes.
- Several schools would change their calendars by becoming traditional or year-round schools, or creating additional year-round tracks.
- Some magnet schools would increase the number of seats available to students who live in the base-assignment area.
- Once the base attendance area is established, schools with composite performance scores are more than 10 percentage points below the WCPSS average would receive additional targeted resources to improve achievement.

Proposed Timeline (subject to change)
The Board of Education will spend the next several weeks reviewing the proposal, and will also open the process to public comment. The board has tentatively scheduled two special sessions for board members to discuss the proposed plan:

If the proposal is adopted, students would receive their pre-assignments in January, based on a draft timeline. Students who wish to attend their base schools would participate in Base Declaration Period shortly after receiving those pre-assignments. The board plans to finalize a schedule of public hearings soon. WCPSS will publish a final schedule of public hearings as soon as it is available.
