Facilities Planning & Construction
to Add New Long-Range Planning Piece to Building Program Annual
Status Report
Jessica Factor, Communication Specialist, Facilities
In an effort to get Wake County Public School System staff and stakeholders to look ahead to the future, Facilities Planning & Construction will add a new section to the School Building Program Annual Status Report. Traditionally, FP&C produces the annual status report to update stakeholders on the progress of the current school building program. This year, Facilities will add the new section, entitled "Vision 2020," in order to show a long-range commitment to providing quality facilities that support education.
"Vision 2020" will describe why a long-range plan is necessary, detail the planning process, and identify needs for new schools based on enrollment projections through 2020. It will also identify other repair needs, as predicted by Joe Desormeaux, senior director of Maintenance and Operations, and tell how the priority ranking for these projects is established.
The traditional annual status report will include a history of WCPSS building programs, a summary of PLAN 2000 and PLAN 2004 program goals, funding, and schedule. It will also share information on swing space, capacity, new schools and repair project descriptions during the eight-year period covered by PLAN 2000 and PLAN 2004.
Alex Fuller, supervisor of Program Controls, said that the report is important because, "it is an opportunity to provide stakeholders with a status of our progress against our goals and objectives."
Facilities will present the PLAN 2000 and PLAN 2004 School Building Program Annual Status Report to the Board of Education on March 2, 2004. Vision 2020 will be presented to the Board on March 16, 2004.

Maintenance Excellence
Update
Jeri Preddy, Energy and Physical Plant Project Manager
One of Maintenance and Operations' goals is to change the direction of the Eastern and Southern regions from reactive to emerging proactive by the end of June 2004. The two regions will serve as the pilot for all Maintenance Excellence initiatives. Once the two regions have adopted new initiatives, such as working on preventive maintenance work orders, the Western, Northern and Central regions will adopt the initiatives.
The Central Region is now in place and ahead of schedule. (The goal was to have the Central Region in place by February.) This region encompasses all of the schools inside the beltline. Their first task is to inventory all of the equipment in their schools.
Two Planner/Scheduler positions have been posted - one position is for the Eastern Region and the other is for the Southern Region. The Planner/Scheduler will schedule and order materials for preventive maintenance work orders and corrective maintenance work orders. Emergency work orders will continue to be handled by craftsmen and cluster personnel.
After meeting for approximately a year, Maintenance Excellence
focus teams needed a check-up. Life Cycle Engineering (LCE)
met with all of the teams in December and gave suggestions
on how to improve effectiveness. M&O plans to implement the
following:
· Each team will determine and document its purpose and goals.
· At the request of team members, M&O directors will become
more involved with the focus teams to ensure that management
and the focus teams are on the same page.
· Focus teams will add action items to their agendas and minutes
so that the team can come to an agreement on which issues
they plan to follow through on and implement.
· Per the request of focus team members, regular updates will
be shared with the M&O staff and posted in the Auxiliary Adviser.

North Carolina Public School Maintenance Association
Environmental Health and Safety's Tony Hoffman encourages Auxiliary Services staff to join the North Carolina Public School Maintenance Association and reap the benefits.
"It's a great group and more people should get involved," said Hoffman. "People don't realize how much they've done and continue to do for us."
The organization formed a legislative committee in the 1970s to keep members informed on relevant issues. According to NCPSMA's website: The association supported full state funding for maintenance supervisors and directors. NCPSMA helped to obtain benefits for maintenance personnel comparable to full-time state employees including vacation, retirement, holiday and sick leave compensation, longevity program and medical insurance.
As a member, you receive The Maintenance Beacon (monthly newsletter), meet regularly with local colleagues, attend biannual district meetings and the annual convention at the coast, enhance your skills through on-going workshops, and have a voice in the activities and direction of the association. You may also be eligible for the Jay Palmer Scholarship Fund, which is open to public school maintenance employees, and their spouses and children who are enrolled in institutions of higher learning.
There are two types of memberships - regular for maintenance employees, and associate for those in other fields. Regardless of the type of membership, annual dues are only $15.
For more information on the non-profit organization, including membership applications, please visit www.ncpsma.org.
Be aware of your surroundings. In particular, watch out for people standing near you at retail stores, restaurants, grocery stores, etc., that have a cell phone in hand.
With the new camera cell phones, they can take a picture of your credit card, giving them your name, number, and expiration date. Don't be a victim of identity theft.
