Reasons for Staff Recommendations

Capacity: No change is planned for the campus.

Crowding: Powell is currently overcrowded and cannot accommodate additional magnet program applications. The recommended change will make more magnet seats available and reduce crowding. In calculating growth, the projection software applies the same growth factor to the magnet application students as it does to the students in base nodes. Since these are application students in a node and not base students, the impact of either losing or gaining students may not be as large as indicated.

Healthy Schools: Staff is proposing a reduction in the Powell base in order to reduce the percentage of students from low-income families from 56% to 46% and make additional magnet seats available at the school which should further reduce the percentage.

Long Range Planning: Future schools opening in 2009, 2010, and 2011 are not expected to significantly impact the attendance area of this school.
