Impact if Approved by the Board of Education
The base area of Brooks will be reduced to provide more opportunities for magnet applications. Reassignments recommended include moving approximately 76 students from node 021.0 to Leesville Elementary, 87 students from nodes 023.0, 029.1, and 292.2 to Lynn Road, and 31 students from nodes 028.1 and 030.4 to Green Elementary. The Board decided that node 242.0 be split and the portion south of Trawick Road reassigned from Durant Elementary into Brooks in order to reduce overcrowding at Durant and maintain the percentage of low-income students assigned to the school at above the system average in a manner that can be balanced by magnet school applications.

Reasons for Staff Recommendations
Capacity: No change is planned for the capacity at Brooks.
Crowding: The school is currently overcrowded because of the temporary placement of about 74 students whose parents did not consent to assignment to a year-round school. If the Court of Appeals supports the Board of Education's right to assign students to year-round schools, staff will recommend that those students attend their base year-round assignment. If the Court of Appeals does not intervene, the Growth and Planning Department will make further recommendations regarding traditional calendar assignments for 2008-09 later this spring. Healthy Schools: The percentage of students from low-income families will be increased slightly to exceed the system average and improve alignment with the goals of the district magnet program. A population of higher-needs students will be sent to Leesville Elementary and help make that school more similar to neighboring schools.
Long Range Planning: Future schools opening in 2009, 2010, and 2011 are not expected to significantly impact the attendance area of this school.
