Josephine C. Baker, associate superintendent for instructional services, retires from WCPSS this month after a distinguished, wide-ranging career. She began as a high school math teacher in Richmond, Virginia, in 1961. Twelve years later she moved on to the Virginia Department of Education, then took leadership positions in the Prince William County Schools and Stafford County Public Schools before becoming an Education Program Specialist for the U.S. Department of Education in 1991.
Jo came to Wake County in 1993 as special assistant for organizational development. She later served as assistant superintendent for middle schools, area assistant superintendent, and assistant superintendent for student services. She became Superintendent Bill McNeal's chief lieutenant for academic issues when he appointed her associate superintendent in 2000.
One of her crowning accomplishments was the implementation of Project Achieve, based on a Brazosport, Texas, model for supplementing instruction time in schools for enrichment or remediation. Project Achieve has had a positive impact on academic achievement in the elementary and middle schools where it has been implemented.
