Substitute Application Requirements

  1. Application for Employment
  2. Two (2) confidential professional or volunteer, supervisory references (Please note that references from friends, neighbors or co-workers will not be accepted.)
  3. Notarized Application Supplement (for criminal records check)
  4. Transcripts showing sixty (60) hours of college credit or a letter of recommendation from a Wake County principal or assistant principal or providing a copy of the Substitute Effective Teacher Training (SETT) certificate.

The Application Process

  1. Complete the employment application. If you have a current-active application on file with Wake County Public School System you may have it cross-referenced for substitute teaching by contacting the Human Resources Application Office (858-1732).
  2. Complete applications are reviewed, confidential reference checks and criminal background checks are conducted on each applicant. Applicants will be notified in writing of their status.
  3. Upon approval for employment as a substitute teacher, the applicant is invited by letter to a New Substitute Teacher Orientation and sent a N. C. health certificate, I-9, payroll direct deposit and tax forms.
  4. New Substitute Teacher Orientations are held twice a month at the at the Harriet Webster Center at Crossroads II in Cary and last approximately three-and-a-half (3.5) hours.
  5. Upon completion of orientation, submission of the N. C. health certificate and other forms, the new substitute teacher will be keyed into the STMS. Then the new substitute teacher may register as a new user and receive their PIN and begin substitute teaching.

Substitute Teacher Management System

Wake County Public School System uses an automated Substitute Teacher Management System (STMS) to fill all teacher and designated special programs teacher assistant absences K-12. STMS is a highly reliable voice capable system located at the central office in the Human Resources department. Users interact with this computer system by phone while a narrator prompts them through the process of absence reporting.

STMS can receive absence reports and call substitutes concurrently. There are sixteen telephone lines to take calls into the system and fourteen lines to call out for substitutes.

STMS provides advantages for teachers, school administrators, and substitutes. Teachers can record absences and leave messages for substitutes 24 hours a day, 7 days a week. By calling the STMS, teachers can find out if their absence is still open or, if filled, who has been assigned. Principals can create priority lists of substitutes based on need and staff preference. Site administrators and support personnel can find out who will be absent from their building and who will be filling the position. Substitutes can call the system at any time to check for open jobs and indicate their availability by day of the week.
