Board Guidelines for Redistricting
Adopted Feb. 15, 2011
- To comply with one-person, one-vote, to the extent practicable, the Wake County Board of Education (WCBOE) should make all districts consist of equal population.
- Districts should not split precincts, except when needed to conform with federal law.
- Each district should consist of contiguous territory.
- Districts should be reasonably compact, giving due consideration for the cores of prior districts, except to the extent core districts might violate federal law.
- Except when required by federal law, districts should respect the boundaries of municipalities.
- The WCBOE should consider redistricting plans that would increase minority representation on the Board and insulate the WCBOE from liability under Section 2 of the Voting Rights Act.
- The WCBOE shall conduct a public hearing (or hearings) on any proposed redistricting plan to allow input from all affected communities.
- To the extent practicable, to avoid questions about adequate representation, new boundaries should not be drawn to take incumbents out of their districts.
- To the extent practicable, in analyzing district population balance, political party registration should not be taken into account.

The Board of Education is legally obligated to redraw its election districts every 10 years, after the completion of the US Census.
A draft redistricting proposal was presented to the Board on April 26. Those documents are available below.
The Board will hold a special work session on the redistricting proposal on May 17, with the possibility of holding a specially-called meeting to further discuss and potentially vote on the proposal immediately after the work session. As required by law, any specially-called meeting will be announced at least 48 hours in advance.

Wake County Precincts and Corresponding Voter Tabulation Districts (PDF)
- The proposed redistricting map from the Wake County Board of Education contains the boundary lines for Voter Tabulation Districts (VTDs). The Detailed Wake County Precincts and Polling Places Map contains additional Wake County geographical details, as well as the boundary lines for Precincts. In all but four (4) VTDs, the Precincts and the corresponding VTD contain the same number and lines. This document provides a list of the Precinct Numbers and the corresponding VTD numbers, with the four (4) different VTD numbers highlighted.
